What is the Youth Rally?

The Youth Rally is sponsored by the Idaho Consumer-Owned Utilities Association (ICUA)  and other participating utilities.

The ICUA Youth Rally is a scholarship competition and leadership program sponsored by consumer-owned utilities throughout the Northwest. Each spring, Clearwater Power selects six students from our service area to join 80 other students at the College of Idaho in Caldwell. Most students come from Idaho, but many come from Oregon, Washington, Alaska, Nevada, Utah, Montana and Wyoming. For five days, July 10-14, students work on leadership, teamwork, cooperation and communication skills. It also promotes an understanding of the utility industry and in particular, public power.

Scholarships

Each of the six students selected to represent Clearwater Power will receive a scholarship (ranging from $1000 - $1500) from the cooperative at our Annual Meeting in November. In addition, each student is eligible to earn another scholarship (ranging from $300 - $500) from ICUA at the Rally in July.

Leadership Camp

Each of the six students selected to represent Clearwater Power will also have all-expenses paid to attend the Youth Rally Leadership Camp on the campus of the College of Idaho in Caldwell July 10-15, 2023. Students learn about

  • Government and civics
  • Renewable energy and electric generation
  • Electric utility industry
  • Basics of electricity
  • Team-building
  • Business challenges

The week also includes an obstacle course, dance, talent show the opportunity to make lasting friendships with others throughout the region. More information is available at the ICUA Youth Rally Facebook page.

Washington DC

At the end of the camp, one delegate will be selected to represent us at the National Youth Tour in Washington D.C. the following June! The National Youth Tour is sponsored by National Rural Electric Association (NRECA). Visit the NRECA website to learn more.

Who is Eligible to Apply?

  • High school sophomores and juniors in passing academic standing (min. 2.0 GPA).
  • Parent(s) or guardian(s) must be Clearwater Power members.
  • ​​​Applicants not selected as Sophomores can apply again as Juniors.

Application Process

Students must complete the application process. The top six scores are then invited to attend. The application process includes:

    • Initial application (Deadline Apr. 16)
    • 400-word essay (Deadline May 5)
    • 20-question written exam
    • Panel interview held in Lewiston, Idaho
