Area High School Students Invited to Participate in 2024 Youth Rally

Each year, the Idaho Consumer-Owned Utilities Association hosts Youth Rally, a 5-day leadership conference for high school students. Clearwater Power selects and sponsors 6 students to attend and join 75 to 80 other students selected by electric cooperatives in Alaska, Washington, Oregon, Idaho, Wyoming, Nevada, and Utah.

Clearwater Power is accepting applications from students from local communities to attend the 2024 ICUA Youth Rally and earn scholarships. The top 6 students earn $6,500 in scholarships and attend the 2024 Youth Rally.

This year’s students join Isabella “Izzy” Dougan, who was voted to be the Clearwater Power returning youth director. Izzy attended the 2023 Youth Rally and is a senior at Asotin-Anatone High School.

“It is such a meaningful experience, and I can’t wait to travel with this year’s delegates,” Izzy says. “I had an amazing time last year, and I’m sure they will this year as well.”

ICUA Youth Rally Overview

Students from across the Northwest and Alaska watch an electricity safety demo during Youth Rally. Participants learn about the electric utility industry, government and civics while developing leadership skills, tackling business challenges and experiencing fun activities.

The 2024 ICUA Youth Rally leadership camp and scholarship program is July 8 through 13 on the Northwest Nazarene University campus in Nampa. Students from across the Northwest and Alaska learn about the electric utility industry, government, and civics while developing leadership skills, tackling business challenges, and experiencing fun activities, such as a tour of the Idaho Capitol, a trip to Roaring Springs Waterpark, and obstacle courses.

Clearwater Power awards scholarships to 6 students: 1 $1,500 scholarship and 5 $1,000 scholarships. The 6 finalists also receive an all-expenses-paid trip to Youth Rally to represent the cooperative.

At the leadership camp, ICUA awards several additional scholarships of $300 to $500, and 1 student is selected to represent Idaho in Washington, D.C., for the all-expenses-paid national Youth Tour.

The cooperative has been sending students to Youth Rally since 1986. Investing in local youth and the future leaders of the communities the co-op serves is a priority and a privilege. Clearwater Power thanks all our members for supporting this program.

How to Apply

To apply, a student must be a high school sophomore or junior in passing academic standing and have a parent or guardian who is a member of Clearwater Power.

The application deadline is March 18. Once the application is completed, students receive a topic and instructions for submitting a 400-word essay. The deadline for submitting the essay is April 15.

The selection process is based on the 400-word essay, an in-person interview at the Clearwater Power office in Lewiston, and a short multiple-choice exam given prior to the personal interview.

  • Applicants must be sophomores or juniors in high school with passing grades.
  • The student must have a parent or guardian who is a member of Clearwater Power.
  • Students apply online on the Youth Rally page by March 18.
  • Applicants complete an essay as instructed and submit it no later than April 15.
